iBPLS Refresher Training this November 7 – 10, 2023 at
LGU Castilla, Sorsogon.

This is what we have been waiting for—all the things that Sir Gerald taught us about the Integrated Business Licensing Permit System are now going to be applied. All the learning on how to compute business taxes and charges using the system, depending on the business line the owner is applying for, will be put into practice. We are joining Sir Gerald in LGU Castilla, Sorsogon, for a user's training session on how the LGU or the Endorsing offices will utilize it. Originally, it was supposed to be a three-day training.





DAY-1 NOVEMEBER -7

This week, we started with an exciting IBPLS (Integrated Business Licensing Permit System) user training. It began early at 7:30 AM, where our team headed to LGU Castilla in Sorsogon. At the venue, we met various system users like BPLO, BFP, Health, Mayor's Office, Treasury, and others, creating a vibrant learning atmosphere.
The session also clarified the roles of DICT and LGUs in implementing iBPLS. DICT supports technical aspects, while LGUs handle data and personnel duties.
We explored system modules and understood the responsibilities of different system users like System Administrators, BPLO, Endorsement Offices, and Treasury.
During the training, I helped LGUs struggling with tax integration issues and sought guidance from Mr. Gerald whenever I faced uncertainties. Understanding the tax differences across LGUs remains a challenge, but I am committed to learning more and contributing effectively.

Mr. Gerald led the session, providing an insightful overview of IBPLS. He emphasized its importance in aiding Local Government Units (LGUs) and how it affects the country's business rankings globally. This prompted urgent action from President Rodrigo Duterte to streamline government transactions, resulting in new standards introduced in 2016.
These new standards aim to make business procedures simpler, attract investors, and fight corruption in government offices. We learned about unified business application forms, setting up Business One Stop Shops, and imposing specific deadlines for transactions.
Today's training primarily covered the fundamentals of IBPLS, including its history, legal framework, amendments according to the law, LGU compliance with the Ease of Doing Business initiative, and an introduction to system usage for faster transactions. We briefly explored adding taxes, providing account access and passwords, and how to input information into the system. However, the in-depth focus on significant system aspects, particularly data buildup and the incorporation of additional taxes and charges for Treasury and BPLO, is scheduled for tomorrow's session. Sir Gerald provided a brief example but is set to delve deeply into these areas on the second day of training.
DAY-2 NOVEMEBER -8



On November 8, 2023, for our Day 2 training, we arrived punctually at 7:30 am and reached our destination by 8:00 am via van. Before the training commenced, we took some time to enjoy a cup of coffee. Today's focus was mainly on granting system access to the IBPLO, Treasury, Mayor's Office, and other Endorsing Offices.
The primary objective for today's training was to delve into the process of adding charges and taxes specific to various departments, such as Health, BFP, and the Mayor's Office. However, the emphasis was notably on the BPLO due to its extensive involvement in business-related charges, which depend on the LGU's revenue code.
In our case, the focus was on common businesses prevalent in Castilla, and we worked on integrating charges and taxes accordingly. Participants initially found it challenging as there's a difference between applying taxes manually and inputting them into the system. Despite the initial difficulty, I noticed their dedication and willingness to learn. The most challenging part for them seemed to be regarding the addition of taxes and charges, but they managed to grasp the rest quite effectively.
Observing their revenue code dated back to 2010, it became apparent that they required an updated version, possibly released in 2024, to align with current practices. Today's session overwhelmed me in a positive way; witnessing the extensive functionality, modules, user interface, and its comprehensive scope gave me a profound understanding of the IBPLS system.
The training ended at 5:30 pm, and by 6:00 pm, we were back in Sorsogon. It was an exhaustive yet rewarding day, filled with immense learning and valuable experiences.
DAY-3 NOVEMEBER -9
On Day 3, I was unable to attend the training due to an important school Intramurals meeting with my team and the urgent need to finalize our system for the upcoming pre-oral defense in our capstone project. It was crucial for us to complete at least 60% of the system before the defense.
However, I'm looking forward to joining Sir Gerald tomorrow for the certificate awarding ceremony. The event aims to acknowledge the LGU in Castilla for successfully completing the 3-day IBPLS Refresher Training

On Day 4, the certificate awarding ceremony was held to honor the LGU in Castilla for successfully completing the 3-day IBPLS Refresher Training. The program commenced with a prayer and singing of the national anthem. Mr. Gerald addressed the LGU Castilla, acknowledging their achievement in completing the IBPLS training and inquired about their experience using the system. The BPLO expressed gratitude for the guidance provided, emphasizing that without our assistance and the support of DICT Region V - Sorsogon, the success wouldn't have been possible.
She extended her thanks to all the participants, including the Endorsing Offices. Mr. Gerald then commenced the certificate distribution, and we captured moments with photos to document the event. Being among these dedicated individuals was enjoyable, and I gained valuable insights into their work through this training.

Following the certificate presentation, they also provided us with Certificates of Appearance, and we expressed gratitude for their warm hospitality. We reciprocated the gesture by taking pictures together as a way to cherish the memorable occasion.

DAY-5 NOVEMEBER -11
On Day 5, we headed to the office for documentation purposes. Mr. Gerald requested all the materials created during the training—notes, pictures, and videos—to be submitted to him. The day was relatively relaxed as Mr. Gerald emphasized the importance of taking a break after several consecutive days of training.
